I am a returning player with some experience in PvP of all kinds, I was mainly specialized in navigation and eletronic warefare and in the art of piracy (Space Invaders, Corp 1). Some ideas from a very personal view point (not 100% sure if all of it still applies :P):
Skills needed by a PVP character: I always prefered Navigation over Electronic Warfare over Damage Skills, though this is just a personal preferation, pure damage dealing/tanking trained characters are as good. Electronic and Engineering skills high for fitting purposes and capacity/recharge are a must have. If you have the (skill) time and ISK to develop a broad character do so. If you tend to play alone or in small teams, your enemies will never know what to expect you in. I used to be able to fly all kind of frigates, all kind of cruisers and battleships. Navigation and electronic warefare skills are benefitial to all types of ships, that's why I decided to do it this way. Regarding the damage type I would specialize though, e.g. choose laser/hybrid/projectile and skill up missiles/torpedos up which allow you to deal different types of damage. The other approach is to specialize and try to be the best trained in few directions, e.g. only frigates and then e.g. mainly good alpha strike potential. You should think about what play style fits you and tailor your character towards it.
One on one combat: The one with the better deception, better strategy, clear mind and knowledge of the battle place wins. Lure your opponent, make him think he can win while knowing he has no chance. Study his habbits in a ship he can't catch. Read battle logs of weapon types and try to find out what ammunition he is using, what kind of jamming and in what strength. Try to find out how minded he is, will he retreat or fight to the last, is he warp-core-stabbed or not? Will he call reinforcements or not? Make your calculations in advance, ask yourself if you really can win the battle. All of the ships I lost, I lost them because I wanted payback, was driven by revenge, tried to prove something or underestimated my enemy. Do not act like this, it will get you killed. You have nothing to prove, to no one. Your enemies will not respect you for losing a ship in a wrongly hasted fight. They will respect you for outsmarting them.
Reccomended ships and equipment: I'd say anything goes, use your imagination. I give one example of how I used to kill Interceptors with a Claw. I fitted a 400mm Tungsten Plate on a Claw. 2 passive armor hardeners to get kinetic and heat up. With over 1000 armor and good resistances I had some very good defensive capability. In the midslots I put a MWD in and a webifier. Never a warp jammer. I used to orbit at the optimal range of the 200mm AutoCannons of which I had 3 and a rocket launcher. Now... I used explosive ammunition/rockets for a psychological reason. It would take me more time to go through my enemies shield than it would take him to go through my shield. It would make him stay, try to win, even he was only webbed. Once explosive ammo is on armor, it goes really quick but your opponent is trying to chew through over 1000 armor on a frigate. Taranis' were no match in close fight :O.
Strategy and general trickiness: See above.
Fleet/corporate war type combat situations: Communicate via voice communication, listen to your leader, follow his commands, remain calm, never panic. Go down like a man if needed, respect your enemy, bow and come back when you are ready.
Effective piracy/defense against pirates: something like this. In both cases, stay low profile, don't be a forum ***** or killboard-addict. The best are unknown/little known. People with good/bad reputation are not good, you can adjust to them too easily. Stay on a move, roam. Buy spies, arrange contacts with dealers, treat them well. Very well. Treat traitors/spies bad, give them hell, take their ships away. Only fly with people you know and who know their stuff. Don't get yourself killed 'cause your wingman tried to jam a Blackbird with a Gallente jammer. NEVER EVER pay as a ransomer in advance. HOLD your word. Warriors off all alignements are people of honor. Their word is to happen. Never threaten someone. Have endurance in long term engagements. Evaluate your environment, is the corp you are in really the one that fits you? And curse all people who exploit + report them to CCP :P.
Anything else you think would be useful: Practice. And don't let yourself down when something goes wrong. Ignore the whiners on the forums. Don't believe everything written, a lot is myth, urban legends. It's only a game. You are a player, you know yourself :-).
